Process

The master capital planning process is both investigative and exploratory. It is essential to identify and understand how the existing conditions align with the District's Vision, explore options, and set goals that support current and future program offerings. The process is a fully collaborative effort between the school board, school district, parents, and the professional planning and design team. The final product serves as the foundation for facility planning, but it is considered a constantly evolving, "living" document. As items are completed, and future needs are discovered, the document will serve as a guide for rational decision-making with respect to long-term goals.

Timeline

Planning Advisory Team

The Planning Advisory Team is a specially convened group of stakeholders that provide context, creative input, and critical feedback to shape the framework for the master plan strategy. The group includes members of the School Board, parents, community members, and school district employees. The team brings a broad background of knowledge and expertise, including construction, school facility maintenance, general business, local policymaking, real estate and development, financial management, and more. The PAT met four times during the master plan process throughout 2024 and 2025. Their efforts were invaluable to the process for defining project priorities and direction.

Masterplan Scenario Game

The exercise was created for the Planning Advisory Team to explore a short and long term plan to improve Ouray School District’s infrastructure.

As groups, they created two scenarios:

-Phase One – The first section of work to get constructed.

-Master Plan – Long term comprehensive framework that guides the design and development.

Game Instructions

Each group had 9 “game pieces” in front of them. These are programmatic configurations that reflect the identified needs of Ouray School District.

Below are the instructions they recieved.

First Step- Talk with your group to decipher the highest priority for Phase 1.

Second Step- Move and reconfigure these game pieces onto the game board. Try to focus on the programmatic spaces rather than the specifics of the floor plan.

Third Step- Underneath the site plan, take notes of the building components that your group chooses, then add up the schemes Estimated Cost.

Keep in mind funding/bonding limitations.

Game Results

Below are the results of the three groups. The three groups were asked to keep in mind the funding limitations of their District.

There was broad agreement on which programs belonged in Phase One, with the only notable difference between the groups being the proposed location of a new building in the Master Plan phase.
